I (L. Yevtushok, M.D.) see the signs shown with the image. These are signs of normal morphogenesis. The point is that this infant has other dysmorphic signs unrelated to facial development. These signs render many malformation syndromes to be unlikely including Fetal Alcohol Spectrum Disorders.
